Outputs t into the stream os .

Equivalent to return os << std:: format ( os. getloc ( ) , STATICALLY_WIDEN < CharT > ( "{:L%T}" ) , hms ) ; where STATICALLY_WIDEN < CharT > ( "{:L%T}" ) is "{:L%T}" if CharT is char , and L "{:L%T}" if CharT is wchar_t .
